There are some Fragmentation Mines on the path, pick them up from the ground.

You don't have to sneak, just enter the camp and try to talk to the Ruffians.
Ruffian Leader NPC
Try to talk to him sensibly and you will learn that this event is part of a larger story. Unfortunately, the conversation won't lead to anything constructive and you have to kill all the Ruffians in the camp.
Collect the contents found on the bodies and the contents of the boxes. There is also a spaceship but you can't do anything with it.
"Job's Done" Slate you will find it on the corpse, take it with you as proof of completing the task.
My first mission as a Freestar Ranger Deputy continues. Ranger Emma Wilcox and I tracked down and killed some thugs that were threatening a farmer. The thugs turned out to be mercenaries with a ship stolen from the HopeTech factory. I still don't know who hired them and why.
