If you want to do it, before you free Mayor and the final battle weakened adjutants. This is solution for Pete, Pistol Pete in Santa Fe Springs asked us to free Rodia from Leather Jerks thugs.
• You can work for Lt. Steven Dengler as a "bad guy".
• You can kill both van Graas and Dengler and hand over power to van Graas son Chris
