When you first visit Veil Jumpers Camp during Chapter 2, many activities will be unavailable yet and the location is mainly just a path to D'Meta's Crossing where you have to complete the "Shadows Crossing" Story Quest.

Beacon
Beacons are Fast Travel points in Veilguard. To unlock a Beacon you must first visit it, once you unlock it you can Fast Travel to that location from the in-game map. Beacons in Veilguard are also used to organize Companions in your party.
