Collect Ivan's Rations From Chloe Mission Walkthrough
Talk to Ivan.
Chloe told me she can't honor her deal with Ivan. The rations she set aside for him were stolen. She can't get new ones until access to the Upper District is allowed. I need to tell Ivan.
As long as access to the Upper District is restricted, there's no way for Chloe to get more supplies for Ivan. If I really want to help Ivan, I need to figure out how to relax the restrictions on visits to the Upper District. As soon as I do that, I need to tell Chloe.
