Unfortunately, Chloe doesn't have Ivan's Rations, someone in the Upper District stole them.
Chloe told me she can't honor her deal with Ivan. The rations she set aside for him were stolen. She can't get new ones until access to the Upper District is allowed. I need to tell Ivan.
I have to tell Ivan about that.
